Cody Wilson’s idea was not to sell guns but to print them â€" lots of them â€" with the mission of developing an open-source design that could be widely shared and distributed online.

But the second-year law student at the University of Texas has found himself at the center of a legal controversy after the 3-D printing company that allowed him to borrow a printer sent a team of contractors late last week to reclaim its property a day after it was delivered to his central Austin apartment near Hyde Park.

At least for now, the project is on hold, said Wilson, the 24-year-old director and co-founder of Defense Distributed, the online collective managing the Wiki Weapon Project. To legal experts and law enforcement officials, this particular situation falls under a new frontier of the law.

“It is unclear if what we are doing is legal or illegal,” Wilson said Wednesday at his home. “We have turned around and realized that technology got ahead of the law, and I am not saying this with any hubris.”

A spokesperson for Stratasys, which specializes in 3-D modeling technology that allows people to “print” digital designs into physical objects from plastic and other materials, declined to comment on the case.

But in a prepared statement provided to the American-Statesman, the company said Wilson did not send a requested copy of his license to manufacture and distribute firearms and had intended to use the printer to produce a weapon considered illegal under the Undetectable Firearms Act of 1988, also known as “The Plastic Guns Law,” which bans the making or possession of a gun not detectable by airport metal detectors.

“It is the legal responsibility of Stratasys not to knowingly allow its property to be used for illegal purposes,” the company said. “Cody Wilson, like any U.S. citizen, is able to follow the well-established federal and state regulations to manufacture, distribute or procure a firearm in this country.”

A license is not required to manufacture certain types of guns if they are not intended for sale. But whether the Wiki Weapon prototype falls under that category depends on whom you ask, and Wilson said he is not willing to risk that question in court and is applying for a license.

Michael Reyes, resident agent in charge of the ATF Austin office, said it had received a referral on Wilson because his project had received so much buzz on the Internet. But Wilson visited the office Monday on his own accord â€" before agents reached out to him â€" because he had questions about the license process and legalities of his project. Wilson is not under investigation and has not broken any laws, Reyes said.

“Some of the questions we were able to answer, some we were not,” the resident agent said. “If you are going to manufacture or be in the business of manufacturing, then you need a license, so it’s going to come back to whether you are in business.”

Wilson said he does not intend to make money on the project and is not particularly passionate about guns rights. He does not even know if his prototype will work.

The group plans to test various models out of ABS plastic, and the “cartoon-looking” guns are expected to melt after firing only one bullet. But the intent is to “ensure the democratization of firearms themselves,” he said, so that in universal access to them, they become less sensational. “The attention we get is not deserved in many ways because people think â€" ‘Oh, anyone is going to have a gun’ â€" but that is really the reality already.”

He developed the idea with another friend in March and eventually raised $ 2,000 over 22 days through the crowdsourcing website Indiegogo. But the company froze their account, citing policy on fundraisers for the sale of weapons. With the help of media and bloggers’ attention, Wilson said, the group reached its target of $ 20,000 on Sept. 19. “Terrifying or not, we have a goal and we are going to meet it,” he said.

Benjamin Wittes, a senior fellow at the Brookings Institution, said he does not know the particulars of Wilson’s project. “But I do think that the cheaper 3-D printing gets, the more you are going to have individuals building things that you would like to be able to regulate,” he said.

Question by JohnThePyro: Non lethal defensive "Gadgets"? I'm really into self defense, I've taken 6 years of Krav Maga and two years of kick boxing. I enjoy a rather large collection of knives, and have a particular love for expandable batons. However, the area that I live in is very restrictive in what one may carry around as a defensive tool. Expandable batons are considered a dangerous weapon, tasers are banned by state law, knives are of course out of the question, and I'd rather avoid a firearm if at all possible. Anyway, I've heard some rumors from a friend of mine (another self defense junkie), about "gadgets" that aren't considered weapons by the government, but would still offer a reasonable advantage. The two specific items I've heard about are; 1-A Light emitter that apparently flashes in such a way that it will temporarily blind your assailant. (Not a normal LED flashlight, this apparently is specifically designed for self defense) 2-A "hand held Sound cannon" that can cause temporary deafness. (I know this is already used by riot police, but I have my doubts that it is open to the civilian population) Do these even exist, and if so could someone point me towards a website with them? Those 3 celled flashlights are not considered a weapon. That's why the bikers wear them. Its for when you need to see at night. I have also wondered about carrying a sword. Its a weapon but is not concealed. But you never want to take a knife to a gun fight. I would be carrying the gun myself. The bad guys don't even care about any laws.

non lethal means it doesn't kill however injury will occurr. you should only use these in cases where your life is threatened and some states have a castle doctrine or something..where you need to be pursued to attack back or something like that... #2 u wont find it easillyy...i doubt there will be any sellers and #1 as well. just arm yourself with a gun and rubber bullets lol

1 and 2 do exist. However they are only in the testing phase for Military and Law Enforcement. Chances are they will not be for commercial use, if they even pass the testing phase (the sound cannon thing isn't doing so well and is all but scrapped). The flashlight acts like the flash in a flashbang, temporarily disorients and blinds a subject. Strictly for military and L/E and most likely will not be avaialable for commercial use. Do you live in a really bad neighborhood that you need to have these? I mean seriously, is it that bad? The chances of being attacked in which you have to defend yourself are less than being in a serious car accident. Most attackers, or what have you are creatures of oppurtunity. They'll go after someone who doesn't look like they'll give them any trouble. There is a method to their madness. If you're a tweeker looking for a high quick...who would you mug the 70 year old lady or the 25 year old meat head in a Tapout t-shirt? You'll be fine. Also please see a shrink about those knife and baton fetishes...

Both exist. Neither are self defense weapons. Both are used for crowd control. The light takes a long time to work. I have seen the logarithm used to program the controller on the net and instructions on how to make one for a couple of hundred bucks on www.instructables.com. I cannot find it right now but it was on there in the last 2 weeks. The sound cannon does not really cause temp deafness (how would tha be used for self defense?). It just makes very uncomfortable sounds that can disorient a person. It then can have the same effect as the light emitter It can also be used to pinpoint, from far away, what small group hears the sound. Most run about 180-190 decibels but are designed to be used in very short bursts. The speakers are expensive but fairly small, about the size of an old firetruck siren. The electronics are very complicated. Lots of companies make them and I'm sure one will sell to you but you need a vehicle or the ability to carry a very very large set of batteries with you at all times. Stick with being aware of your surroundings, avoid problems and keep up the Israeli fight stuff. Your ability to recognize and take action (which includes running away or actual fighting) is the best self defense.

Well, if you can convince the mugger to hold off until you whip out your high powered Light Emitter or Sound Cannon from under your coat, they might work. Have you considered a Kubotan? I have one that doubles as a key chain. Pretty effective as a close-up and personal weapon. Carrying it with the keys is unobtrusive as well. You stated your a martial artist. being a martial artist with proof alone is considered a weapon. meaning you. non lethal.until used. If your really that concerned, get a gun permit and carry a legal gun.

Blackhawk Gladius Maximus http://www.blackhawk.com/product/Night-Ops-Gladius-Maximis-Illumination-Tool,994,40.htm 120 lumens (that is about 4 times as bright as a 3d cell maglite) with strobe, thus it is capible of temporarially rendering an assailant blind. There are other good self defense lights out there, just the Gladius is the cadillac of em all, there are cheaper lights that work just as well. dealextreme.com has a light called an Ultrafire C1 i think that has 5 mode (HI Med Low Strobe SOS strobe) that is about 25 dollars and is 250 lumens, although it is not waterproof or anywhere as water resistant as the Gladius or other higher end lights.

Question by Nick: Video games/cool "gadgets" to ask for for Christmas? Alright, I'm trying to finalize my Christmas/birthday list. I will be turning 17 this December. What are the "hot" video games of the season that should be on my list? I have the nintendo wii, the xbox 360, and the 3DS so anything for those systems would work. Any suggestions? I like most any type of game (action, role play, etc.) so that doesn't really matter. I just want great games. I already have Skyrim and I will probably ask for The Legend of Zelda: Skyward Sword. Would asking for The Legend of Zelda:Ocarina of Time for the 3DS be worth it as well? Or maybe even asking for the Kinect? Also, are there any cool, new "gadgets" (kindle, Ipad, Ipod touch, etc.) that I could ask for? I'm sorry, I know this is long but any and all help would be greatly appreciated. Thanks so much! Go with the Zelda games, I have them they are fun. Both of those games are well worth the money. My cousin has a Kinect, I am not a big fan of it, Wii is better, with better games. Oh if your wondering I have a Wii, DS, and, 3Ds.
