WASHINGTON â" Consumer scams often make claims that are too good to be true. But a recent one, cited by regulators around the world Wednesday, depended on a pitch that many people found completely believable â" that Microsoft or another computer company knows what is on your personal computer.
The Federal Trade Commission announced a multinational crackdown on so-called tech support scams, in which a caller cons a consumer into believing Microsoft or a computer security company has discovered that a PC is infected with harmful software. The caller then offers to fix the computer on the spot for a price. The target would sometimes let the supposed tech support company gain remote access to his computer, allowing the company to download software to it.
In six cases filed in federal district court in Manhattan, the commission named 17 individuals and 14 companies, most of them in India, as participants in the operations, including many with legitimate sounding names like Virtual PC Solutions, PCCare247, and Zeal IT Solutions.
At the commissionâs request, a federal district judge in the Manhattan court froze the United States assets of the suspects. The commission also said it had shut down 80 Internet domain names and 130 phone numbers in the United States used in the scheme. Efforts to reach several the companies and individuals were unsuccessful.
Jon Leibowitz, chairman of the trade commission, said at a press conference that the scheme involved getting a computer user to look at a program that is a standard part of the Windows operating system.
That program, known as âEvent Viewer,â displays logs of operating-system events, which can sometimes carry the benign label âWarningâ or âError.â (This reporterâs PC contains 224 such items from this year alone.)
The caller would then warn that those files indicated viruses that could crash the computer or, in at least one case studied by the F.T.C., that the computer would explode.
âClearly the defendantâs M.O. was to exploit these fears about malware,â Mr. Leibowitz said. âThese scams fleeced English-speaking consumers worldwide likely to the tune of tens of millions of dollars and resulted in innumerable Do Not Call violations in the United States.â
Officials said they were unable to pinpoint the number or dollar-amount of violations because many of the victims might not yet be aware they were taken.
But Microsoft later provided data on its contacts with 1,045 people who told the company they believed they had been contacted by a fake tech support caller. More than 400 of those either fell victim to such operations, with losses averaging $ 875, or had to pay an average of $ 1,700 to repair damage to their computer.
The suspected fraud occurred in several English-speaking countries, and joining the F.T.C. in the enforcement action were the Australian Communications and Media Authority, the Canadian Radio-Television and Telecommunications Commission and Britainâs Serious Organized Crime Agency.
David Vladeck, director of the bureau of consumer protection at the F.T.C., said the commission is working with law enforcement officials in India to catch the perpetrators. The commission also has referred the cases to the Justice Department for possible criminal prosecution.
The scheme relied on boiler-room cold calls or ads connected to Google searches that offered the phone numbers for phony tech support services for a specific computer brand.
The callers, who usually asserted that they represented computer manufacturers like Microsoft and Dell and security companies like Symantec and McAfee, would try either to sell virus-protection software or to get the consumer to allow remote access to his computer so that the caller could then âfixâ it, for fees of $ 45 to $ 450.
That effort could in fact install malicious software, including programs that could log keystrokes and gain information like passwords to bank accounts and other financial data.
Frank Torres, director of consumer affairs for Microsoft, who also spoke at the press conference, said the company âwill never cold call a consumer and ask for their credit card information to charge them for a service that they donât need.â
âIf a consumer gets a call like this,â he added, âthey should hang upâ and go to the site of a trusted computer-security resource or company to determine whether, in fact, any threat is present.
In an interview, Mr. Torres said it was understandable that a consumer might believe that Microsoft could monitor the computers of Windows users and know what was happening there.
In fact, Microsoft has a lot of information about what is on many consumersâ computers. Most Windows users have probably seen a message asking if they want to send information about a program glitch to Microsoft.
And depending on the security setting selected by a user, Microsoft often sends patches and updates to its programs to consumers for download and installation.
Microsoft collects that information because âpart of our role is to do everything we can to protect consumers,â Mr. Torres said. Several units at Microsoft, including a digital crimes division, monitor messages from consumers about potentially illicit software or events.
The latest scheme is not entirely new; earlier this week the commission ended a four-year investigation and enforcement action against a similar operation in which more than one million consumers were conned into buying software that supposedly remove malicious files. Last month, a federal district court in Maryland imposed a $ 163 million judgment against one of the defendants.
âCommerce is global, which is great for consumers but itâs a double-edged sword,â Mr. Leibowitz said Wednesday. âIt allows scammers to go where the money is, where itâs made most easily and to engage in global scams.

I don't know what plug-in you've heard about but there is something you can use to have an shop option to your facebook page. You should install "static html" in your fanpage and then you can add anything you want to you page. Even advertisements. Run your eCommerce site on facebook. Good Luck Raksha Sharma

In a recently-published blog entry, Microsoft co-founder Paul Allen shares a detailed, fascinating account of his experience with Windows 8. While Allen seems to like the new OS overall, he does list several âminorâ concerns, which could discourage ambivalent users from upgrading.
Allen says Windows 8 is an âevolutionary milestoneâ in the OSâs development, because it unifies Windows across multiple platforms. The new tablet features, Allen writes, are âbold and innovative,â and he is impressed with the OSâs âclever integrationâ of tablet and desktop functions into a single, bimodal interface.
Allen even finds Windows 8 to be snappier and more responsive than Windows 7.
However, Allen acknowledges that the new interface might confuse existing Windows users, especially since applications and files can be opened in both desktop mode and tablet mode and run simultaneously.
âWindows 8 does certainly require a brief adjustment period before users become familiar and comfortable with the new bimodal operating system,â Allen notes.
Windows 8 is designed to force users to navigate an unfamiliar interface. Instead of seeing the familiar Windows desktop when the operating system boots up, a new tiled start screen appears, similar to the screen found on Windows phones and tablets. You can get to the old desktop screen by clicking a tile on the start screen, but you canât force Windows 8 to take you to the desktop by default â" a quirk that bothers Allen.
"The goal must have been to encourage people to acclimatize to Windows 8 style immediately," Allen writes. For users who donât want to âacclimatize" themselves with the new interface, this design approach might look like an invitation to remain within the comfortable confines of Windows 7.

Allen also points out some less-than-intuitive elements. For example, the Charms bar â" which includes a number of important tools such as search, start, settings, and devices â" has no visual cues to inform the user how to display it. A similar absence of visual cues exists in apps that run under âWindows 8 style,â formerly known as Metro. While Allen finds closing a program on a tablet to be intuitive, doing so on a desktop is less so. To close a program on a desktop, the user must move their cursor to the top of the screen, wait for it to turn into a hand, and then use it to drag the application window to the bottom of the screen.
Windows 8 also suffers from some obvious oversights: thereâs no clock on the start screen. Also, to reach power functions (sleep, shutdown, restart), users have to go through two steps instead of one.
Allenâs conclusion: âDesktop PC users, with only minor tweaks and adjustments, should be able to pick things up without much trouble. I am sure most the [sic] minor issues I pointed out will be addressed in the next release of the operating system.â
In other words, users may be better off waiting for SP1 to drop before they dip their toes into the waters of Windows 8.

From a casette tape recovered this week by Marcel Brown of Steve Jobs speaking at the 1983 International Design Conference in Aspen comes an interview that reveals several baffling predictions from the Apple co-founder. It was John Celuch of Inland Design who possessed this tape up until just recently, each of the attendees of the speech receiving said speech (and Q and A) on the tape you see here â" rather lovely, isnât it? This tape has the number 30 on it, this leading us to believe that there may have been a limited amount of these tapes created â" but itâs moot now as the internet spreads the love in a wide way.
Below youâre going to see a SoundCloud presentation of the audio from this interview with Steve Jobs. Itâs interesting to note that this conference also had a strange Time Capsule burying ceremony that Jobs contributed to â" weâre not yet aware of whatâs happened to the capsule, but itâs certainly going to be interesting when the revelation is made. Back when this recording was made there was no Apple Macintosh, the Apple II series was the top computer on the market, and Jobs would leave Apple just 3 years later to start NeXT. The Apple Lisa was their next big thing.
Jobs speaks on voice recognition, early networking, and predicts that itâd be 5 years before office networking would be working at a usable level and 10 to 15 years before home networking would be solved. He predicts that weâd be having portable computers thatâd be able to pick up information anywhere with radio links and that in a few years people would be spending more time with their personal computers than with their automobiles. Jobs also drops a lovely bit of foresight on Appleâs strategy at the time.â
â[Apple's strategy is to] put an incredibly great computer in a book that you can carry around with you that you can learn how to use in 20 minutes.â â" Jobs
He added that these computers would connect via âradio linkâ so people would not have to hook up to anything to communicate with âlarger databasesâ and computers everywhere. He speaks about how the record industry will change as the software industry changes, removing the need for brick-and-mortar stores altogether. Imagine that!
