The boards of Deutsche Telekom AG and MetroPCS Communications Inc. have approved a deal to merge MetroPCS with the German operator's U.S. subsidiary, T-Mobile USA, people familiar with the matter said Wednesday, a deal that would give the fourth-largest U.S. wireless carrier more scale as it tries to compete with the industry's leaders.

The move further consolidates the U.S. wireless industry, but in a way that is likely to be well received by regulators, who last year shot down T-Mobile's $ 39 billion deal to be acquired by AT&T Inc. to avoid reducing the ranks of national carriers from four to three.

It also puts pressure on No. 3 wireless carrier Sprint Nextel Corp., which had previously explored mergers with both MetroPCS and T-Mobile and now lacks a clear path for quickly adding scale.

The combined company wil be called T-Mobile and run by T-Mobile Chief Executive John Legere, a person familiar with the deal's terms said.

It will be structured as a reverse merger, the person said, meaning in effect the smaller company, MetroPCS, will swallow its larger rival. That approach will give T-Mobile a publicly traded stock, which Deutsche Telekom could sell down over time to reduce its ownership of its U.S. subsidiary. The German company has long looked to exit the slow-growing U.S. market, where it has lacked the scale of the industry's leaders.

Deutsche Telekom shareholders will own about 75% of the combined company, people familiar with the matter said. Deutsche Telekom will keep about $ 15 billion of the company's debt, while MetroPCS shareholders will get $ 1.5 billion in cash, or about $ 4 a share, according to the person familiar with the deal.

The merger of T-Mobile and MetroPCS , the fifth largest U.S. wireless carrier, would create a bigger No. 4 player in the industry, though the combined company with about 42.5 million customers will still lag behind Sprint Nextel Corp., AT&T and Verizon Wireless by number of subscribers.

Manufacturers in China have begun assembling a new, smaller tablet computer for Apple, the Wall Street Journal reported Wednesday. Unnamed executives from component suppliers said that production of the tablet is under way. Production typically begins several weeks before Apple brings its new devices to market.

The tablet, which many refer to as the iPad Mini, will have a 7.85-inch screen. The regular iPad's screen measures 9.7 inches diagonally. The most stunning revelation to come from the Journal story is that the iPad Mini's screen will not be a Retina Display. It will use the same liquid crystal display technology that the larger iPad does, but it won't have a resolution high enough to merit the "Retina" descriptor.

Apple first introduced the Retina Display with the iPhone 4 in 2010. The iPhone 4, 4S, and 5 all have screens with resolutions higher than 320 pixels per inch, which is dense enough that spotting individual pixels is difficult. The result is that images look razor sharp and text appears as though it has been printed on paper.

Apple brought its Retina Display tech to its tablet this year with the third-generation iPad. Its display has 2048 x 1536 pixels. At 264ppi, the third-gen iPad's display has lower resolution than the pixel density of Apple's iPhones, but it still outmatches the resolution of most--if not all--competing tablets.

The Journal did not report what the resolution of the iPad Mini's screen will be. Given how Apple prefers to make things easier for iOS developers, it might stick with a resolution that's similar to its other devices. For example, it would make sense for Apple to pick 1024 x 768 pixels, which is the same resolution shared by the iPad and iPad 2. That would be a competitive resolution for a device with a 7.85-inch display, even if Apple can't market it as a Retina Display.

When will this new tablet make an appearance? It is believed that Apple will distribute invitations to the iPad Mini's unveiling as soon as Oct. 10. The unveiling itself might take place on Oct. 17, with an availability date to follow on or around Nov. 2.

The iPad Mini will be aimed at cheaper Android tablets, such as the Nexus 7 and Amazon Kindle Fire. These devices are sold at or near the $ 200 mark. Pricing for the iPad Mini is expected to range between $ 249 and $ 349, depending on storage and other options.

Apple has not confirmed the existence of the device, and most features and specifications are unknown.

Earlier this year, Research In Motion slashed the base price of its seven-inch PlayBook tablet to $ 199 â€" it launched in 2011 with a $ 499 launch price.

Lost in Research in Motion’s surprising earnings report Thursday was one particularly dreadful number: Last quarter, RIM shipped just 130,000 of its PlayBook tablets.

To put that in perspective, Apple shipped, on average, more iPads than that every day in its most recent quarter (for a total of over 17 million). Amazon and Samsung, while far behind Apple, also had decent tablet shipment numbers.

There are still 80 million BlackBerry subscribers worldwide, and legions of diehard fans. So why hasn’t RIM’s entry in the tablet market been selling?

First, there was the bad start. When RIM launched the PlayBook last year, it came without several basic functions, like email. RIM executives admitted that they rushed the product and released it before it was ready. A software upgrade earlier this year remedied many of its initial problems, but sales haven’t picked up.

Then there’s the ecosystem problem. People like using iPads and Kindles in large part because they have easy access to Apple and Amazon’s app stores. RIM’s App World has fewer apps than its competitors, and lacks many of the big name brands.

Despite the dismal numbers, RIM has continued to market the PlayBook, and the company says it is committed to supporting its tablet offering. In many ways, they have no choice. The operating system upon which the PlayBook runs is the same operating system that will power RIM’s next, do-or-die line of smartphones. To abandon the PlayBook before those phones come out would give observers yet another reason to write RIM’s obituary.
